Second: follow their steps to get a blog layout
Third: customize it (easy as pie on blogger if you're just changing colors& the like)
Fourth: write a blog post
Fifth: publish it
Sixth: repeat fourth& fifth as often as you want

If you are interested in trying it for the cost of a domain name, and then ten bucks for the first year, here is a link to my host. Wordpress is a one click install, they will I believe transfer your old blog for you to your new site should you wish.There is a learning curve, but it is small compared to when I did it in 2006.
These days you can upload the themes you like directly from your computer - zipped into your wordpress installation. The biggest thing is that when they update you have to remember to back up back up back up.
It will pay to eventually learn how to upload thing via ftp, and also to learn a little bit about how wordpress works from behind, but unlike years ago you do not have to know a whole lot of detail right away as they have emploed some automatics. You need to know how to install plugins and how to back up.
The maintenance it basically backing it up and then updating, similar to what you have with the options of any theme you want can be installed in seconds, and any plugin and you can ,,,if you desire learn how to change the css .colors and stuff.
As some already said it is often easier to help someone when they already have a self hosed blog and are asking specific questions than when they are in general just asking how to do it.
