If you want a wordpress hosted blog, it is free and you just need to go to their site. If you want a standalone site you need to pay for web hosting. I use justhost.com and it's worked great for me so far. Hope this helps.
Depends on whether or not you want to pay anything for it.
If you haven't used wordpress before, I recommend getting started with a wordpress.com blog first. That way you can learn your way around and get comfortable with the platform before paying for self-hosting.
I tend to disagree with most people on this. I think if you want a self hosted blog you should dive right in.

I use siteground, they are great, unlimited bandwidth, which most hosts have now, and easy access. You will get the domain name when you sign up with the host. I know dreamhost is also highly thought of.

I wouldn't do go-daddy under an circumstances but that is just me and several of my blogger friends who used them originally.

There is a learning curve, but to start it is easy, sitegroud for instance, has a self install of wordpress. You can choose one of the themes already there to start, or add more from the interface, or find your won and download it via ftp, I use firefox ftp takes second to download anything.

If you need help email me, I'm around this evening, and I can answer questions about self hosted wp blogs . I have a couple of them, as well as a regular old free WP.
thanks for all the replies. i already have a wordpress.com blog and i love it. im trying to do a magazine and i can not upload themes like i can with a hosting blog
