I don't think anyone cares where I live.
My first two Christmas cards came from a Jewish lad and a Muslim girl who I teach. And yes they said 'Merry Christmas' on them.
I think there are bigger issues in life.

I use both, depending on the situation. Usually if it's somebody I don't know at all, I say Happy Holidays, but for anyone who's obviously celebrating Christmas, I'll say Merry Christmas (or Happy Hanukkah for those I know celebrate that holiday).
When I think about what to say, I'm really saying Happy Holidays because it doesn't make sense to wish someone a Merry Christmas if they don't celebrate that holiday. It's the same logic I would use for not wishing someone another country a Happy Thanksgiving on the United States' Thanksgiving day.

I say Merry Christmas...probably because I'm a Brit, and that's generally what we say (well, either that or Happy Christmas). Also like Tina and Leetid said it is still Christmas regardless of if you celebrate it or not, and I've never known anyone, Christian or otherwise be offended by being wished a Merry Christmas!

I say both. If I am talking with someone I know celebrates Christmas I say "Merry Christmas," if I am uncertain or know they do not I say "Happy Holidays."
