Amen! It's also frustrating when the comment turns into a mini blog of it's own, so try to keep it on the shorter side.
Also: Positivity. You don't have to agree with the blogger to leave a positive comment. Anything mean or nasty gets an instant blacklist from me.
Yes. Try to leave meaningful comments. If someone just comments on my post self-promoting their blog, then I don't even publish it.
Make blogger friends. Some have blog rolls and will put your blog on theirs. This can be good exposure. Comment a lot. Funny, interesting comments, like Katie said.
Advertise both to your followers on twitter, and consider doing a weekly re-cap where you link to your posts on your other blog(s). This can direct the readers of your 'main' blog to your other stuff - they're likely to be interested since they're already interested in what you have to say!
An example of this is a blog that I followed and then found out about her food-specific blog from her twitter. I followed right away, because I liked her other blog so much!
