Off the top of my head, I'd say Radiohead's 'Videotapes'.
I don't know if people consider this a sad song, but it definitely hit me in a way that I had never expected: Freedom by Akon

I wish I could remember the title. I was karaoking one night with some friends, and for whatever reason one of the girls put on this horribly depressing song that I think had something to do with an LA girl wanting to kill herself. No one was singing it, so I picked up the mic and sang it and then everyone thought I picked the song and they all felt like crying by the end! It was a good laugh when I finished and told them I had never heard the song before but felt bad for it playing with no one singing!

 

Anyway, something about an LA girl (I think) wanting to kill herself. It was awful... I wish I knew what it was!

Khe Sahn by Cold Chisel. It's about returning Vietnam veterans and what they went through after the war. It's an Australian classic - we're such a cheerful nation!

'London Still' by the Waifs - maybe more longing than sadness, but it's not cheerful.

 

for a fun take on a similar theme, try 'every f**king city' by Paul Kelly.

 

They're both fantastic.

Kiss From a Rose by Seal is such a beautiful song. It gets to me every time.

Two stand out. Both are my favorite sad songs because I can SO associate with the lyrics. Memories and the deep meaning and emotions behind places/experiences/people/things.

Can "Smile" by Charlie Chaplin qualify? I think it can be interpreted as a sad song.
