The forums are great for blogging tips and inspiration, and the groups can be pretty useful for finding people with similar interests, and then stuff like the new blog carnival is all good too.

As for blog recommendations. I tend to add my faves to my blogroll (once they have undergone a few months of reading/stalking first) so I'd say start there.
